Guide to magic levels.

Each system has a magic level with 1 being the lowest. These roughly correspond to:

• 1 - No magic.
• 2 - Folk law and superstition have some effect.
• 3 - Magic is in the hands of 'special' groups. E.g. the world of Harry Potter.
• 4 - Magic is generally accepted as 'working'. E.g. Lord of the Rings
• 5 - Magic is routine. E.g. Magic Inc.
