Guide to technology levels.

Each system has a technology level with 1 being the lowest. These roughly correspond to:

• 1 - No/'Stone age' technology
• 2 - Metal usage.
• 3 - Industrial. Steam, diesel and steel.
• 4 - Early 'space age'. Orbital rockets, nuclear power and computers.
• 5 - Inter planetary travel, AI and robots.
• 6 - Basic inter stellar tarvel.
• 7 - Routine inter stellar tarvel.
• 8 - Inter galactic.
• 9 - Time travel.
